The United States has a law called "The Foreign Assistance Act"  This act states that "no assistance will be provided to a government which "engages in a consistent pattern of gross violations of internationally recognized human rights, including torture or cruel, inhuman, or degrading treatment or punishment, prolonged detention without charges, causing the disappearance of persons by the abduction and clandestine detention of those persons, or other flagrant denial of the right to life, liberty, and the security of person, unless such assistance will directly benefit the needy people in such country"
Between 2002-2011 The United States provided 11.7 billion USD in Military aid and another 6 billion USD in financial aid to Pakistan.
Canada has a similar act called the Development Assistance Accountability Act (Bill C-293) which states that nations in violation of international human rights standards are not eligible for foreign aid.  In 2012 Canada provided Pakistan with CDN$107,104,414

US congressman Paul A. Gosar has recently petitioned for limitations of US foreign aid to Pakistan and four other countries (Iran, North Korea, Syria, & Egypt) for violations of the terms of the Foreign Assistance Act and FAULT act.
